Commissioning & Partnerships Officer
Overview of the Role
The purpose of this role is to support the commissioning and delivery of services within the Integrated Offender Management (IOM) framework, working collaboratively with regional and local partners to reduce reoffending and support high-risk and complex individuals.
The post holder will work closely with operational IOM teams, Community Integration, Police, Local Authorities, Health partners, and commissioned providers to identify service gaps, design and implement commissioning solutions, and ensure services deliver value for money and positive outcomes for People on Probation.
This role will lead on the development and coordination of IOM-specific commissioning activity, supporting the commissioning cycle from needs analysis through to service mobilisation and performance monitoring / contract reviews. The role involves significant multi-agency work and engagement with key IOM strategic partners and commissioners.
Key Objectives (IOM Focused)
- Deliver commissioning activity aligned to regional IOM strategic priorities and partnership plans
- Strengthen multi-agency partnerships to improve service integration and outcomes
- Ensure commissioned services reflect the voice and needs of People on Probation (EPOP)
- Support evidence-based commissioning decisions to reduce reoffending and improve desistance outcomes
- Provide assurance on quality, performance, and value for money across IOM services
- Ensure existing governance and assurances processes and procedures are followed as per MOJ / HMPPS policies and legislative requirements.
Summary of Responsibilities
The post holder will work under the direction of the Regional IOM Strategy Lead and undertake the following:
- Produce and implement IOM commissioning plans aligned to the Regional IOM Strategy
- Develop reports and briefings for senior stakeholders (e.g. IOM Boards, Regional Leads) to support oversight and decision-making
- Support operational IOM staff with commissioning-related advice, guidance, and training where required
- Contribute to budget monitoring and financial oversight of IOM commissioned services
- Lead on the development of delivery models for individual commissioning, facilitating Providers relevant Probation / Police staff to operationalise commissioned IOM contracts in Local Area IOM Schemes.
- Deputise for the Commissioning & Partnerships Manager within IOM governance structures where required
