Luton Council is looking for a motivated and detail-oriented individual to join our Parking Services team as a Parking Services Officer. This is an excellent opportunity offered as a progression scheme, providing scope for development and growth within the service.
In this role, you will support the effective administration of parking enforcement processes, ensuring compliance with legislation, council procedures, and high customer care standards.
Key Responsibilities:
- Process Penalty Charge Notices (PCNs), including representations and appeal applications, in line with legislation and defined procedures
- Issue parking permits, season tickets, and Blue Badges accurately and efficiently
- Respond to customer enquiries in writing and verbally, handling sensitive or challenging situations with professionalism and tact
- Assess information, establish key facts, and take appropriate action within guidelines
- Prepare straightforward reports and maintain accurate records
- Reconcile and record cash and cheque payments, producing timely and accurate financial statements
- Undertake occasional site visits across the Borough (approximately twice per month)
- Attend appeal hearings and County Court as required

About you
- You have strong customer care skills and can communicate clearly and effectively, both in writing and verbally
- You are confident dealing with members of the public, including those who may be upset or challenging
- You have good IT skills, including the use of spreadsheets and word-processing packages
- You can understand and respond to routine correspondence and produce clear written replies
- You are able to gather and assess information, following procedures and relevant legislation to make informed decisions
- You demonstrate attention to detail and accuracy, particularly when handling financial records
- You have an understanding of equality and diversity and can identify and respond appropriately to discrimination in service delivery or the workplace
- You are organised, reliable, and able to manage your workload effectively
